Prior to importing products of animal origin, high-risk food and feed not of animal origin and animal by-products into the United Kingdom, importers must notify UK enforcement authorities of their arrivals. Pre-notification is required for all shipments coming from the European Union or the European Economic Area (EEA). 

Importers of products, animals, food and feed into the United Kingdom, must now use the Import of Products, Animals, Food and Feed System (IPAFFS). IPAFFS is a web-based service that is used to notify the authorities in the United Kingdom of the importation of live animals, their products and genetic material.

Exporting POAO from the EU to the UK

An Export Health Certificate (EHC) will be required for all POAO exports from the European Union to the United Kingdom starting on July 1, 2022. Exporters who wish to apply for an EHC must first be registered on TRACES NT. It is necessary for EHC to be approved by an Official Veterinarian (OV) in the country of origin. TRACES NT, attaching the EHC to the goods, and including the Unique Notification Number (UNN) on all commercial documentation are all tasks that fall to the exporter’s responsibility. 

In order to establish commercial and shipping documents and other Common Health Entry Document (CHED), the EHC must be provided to the UK importer.

Importing POAO into the UK 

It is necessary for importers in the United Kingdom to register with IPAFFS and take responsibility for the shipment. This means that the recipient must have a UK address. Prior to the consignment’s scheduled arrival, they must send an IPAFFS pre-notification with the EHC attached. On IPAFFS, the EHC would be used to prepare the CHED.

Importing POAO into the EU 

On April 21, 2021, new rules for the importation of composite products containing Products of Animal Origin (POAO) into the EU and the movement of people between member states came into effect.

Border Control Posts

Border Control Posts (BCPs) are responsible for inspecting products of animal origin that are being imported into the United Kingdom. For veterinary inspections, these products must be brought to a designated BCP. Goods that do not pass these inspections will not be permitted to enter the United Kingdom and may be destroyed.

Importing test samples of food containing POAO

To import POAO samples, you must first determine what and how much is permitted and then fill out an authorisation form. If the APHA issues you an authorisation exempting your group of items from inspection at Border Inspection Posts, then you may bring these samples into the United Kingdom without the need to submit the certification. Nevertheless, the original authorisation form is required. 

They must also be safe to eat if they are to be used for taste testing. They must be free of toxic substances and originate from an approved country. Importers must make sure that their products are safe and legal before purchasing them from manufacturers and importing them into the United Kingdom; as a result, they may wish to test their goods before importing them into the country. 

Public Analysts, who are trained scientists, are available to conduct chemical analysis and/or microbiological testing to ensure that food samples meet food safety requirements, despite the fact that importers are not legally required to do so. Several other laboratories in the United Kingdom and abroad are available to carry out the work that importers might require. The importer can use this report as the basis for their supplier’s quality control procedures. 

New Temporary Notification Arrangements

There will be no Border Control Posts in Great Britain (GB) from January 1, 2022, to June 30, 2022, for imports of Products of Animal Origin (POAO) and High-Risk Foods Not Of Animal Origin (HRFNAO) and Animal By-Products (ABP). There is no need to contact the relevant competent authority if businesses notify them no less than 4 hours (instead of 24 hours) before their arrival at the point of entry. However, this is only a temporary set-up. Importers will be required to notify 24 hours in advance starting on July 1, 2022. 

This temporary measure does not apply to goods from outside the EU that are transiting through the EU but have not been cleared for circulation in the EU market and whose final destination is the United Kingdom.
